If your first permit is issued in 2027 and you keep living there, this is the road.

Speak and write Dzongkha; the Home Affairs process uses written and oral testing.
Civics
Know Bhutanese culture, customs, traditions and history and have no record of acting against the Tsawa-sum.
Time away
At least fifteen years of lawful residence before applying. Naturalisation takes effect only by Royal Kasho and the Government may reject an application without giving a reason.
Two passports
Usually not: new citizens are asked to give up their other citizenship.
  • Lawful residence can build Bhutan’s fifteen-year naturalisation period while every employment and immigration permission remains valid; the Royal grant remains discretionary.
  • How long the decision takes isn’t published; we allow a year.
