Permission to stay for approved study. Paid employment requires separate labour approval and a work permit.

The educational institution and student must provide the required undertakings and admission-related documents.

Time: The issuing authority decides the application after the complete sponsored file and prerequisite approvals are lodged.
Cost: Government charges are assessed under the issuing authority’s schedule; sponsor, translation and document costs are separate.
The hard part: Institution sponsorship and the separate entry visa.

If your first permit is issued in 2027 and you keep living there, this is the road.

Language: Speak and write Dzongkha; the Home Affairs process uses written and oral testing.
Civics: Know Bhutanese culture, customs, traditions and history and have no record of acting against the Tsawa-sum.
Time away: At least fifteen years of lawful residence before applying. Naturalisation takes effect only by Royal Kasho and the Government may reject an application without giving a reason.
Two passports: Usually not: new citizens are asked to give up their other citizenship.

Lawful residence can contribute to Bhutan’s fifteen-year period only while every student permit and entry permission remains valid.

Time you must spend there: The program sets no minimum number of days. Renewal still expects it to be your home.
