Language
Greek at B1, shown by a certificate from the Greek Language Centre exams or the University of Cyprus. Holders of a Greek-language secondary diploma or degree are exempt.
Civics
An exam on the basic elements of Cyprus’s contemporary political and social life, run by the Ministry of Education; pass mark 60%.
Time away
Twelve months of continuous legal residence right before applying, during which absences totalling up to 90 days are allowed, plus at least 7 years of legal residence in the 10 years before that. Eight years in all at the least.
Two passports
Yes. You keep your U.S. citizenship.
  • The years count, but this permit ends after 3 years, before permanent residence at 5; the family would need to move to another permit to keep going.
  • Its legal-residence years count toward citizenship, but its temporary status does not count toward EU long-term residence and the permit stops after three years, so the family must switch status to complete either road.

Tax
Makes you Cypriot tax resident once you pass 183 days/year, or 60 days under Cyprus’s non-domicile rule if other conditions are met, with access to Cyprus’s non-domicile regime exempting dividends and interest from tax for 17 years.
