Time: The issuing authority decides the application after the complete sponsored file and prerequisite approvals are lodged.

Language: Pass an examination in at least one indigenous FSM language.
Time away: Five years of lawful residence immediately before filing, plus being the child or spouse of an FSM citizen or already an FSM national; Congress recommends and the President decides.
Two passports: Usually not: new citizens are asked to give up their other citizenship.

The statutory permit follows enrollment rather than a fixed term; student years help only a citizen’s spouse or child or an FSM national.
