€2,000,000 in Italian government bonds with at least 2 years’ residual maturity at purchase, OR €500,000 in shares or bonds of an Italian limited company, OR €250,000 in an Italian registered 'innovative startup', OR a €1,000,000 philanthropic donation to a project of public interest in culture, education, immigration management, scientific research or heritage.

What it takes.

Investment: About $275,000.
Time: 3–6 months from committee pre-authorisation to visa issuance.
Cost: About $10,000–30,000 beyond the investment: committee filing, legal fees and translations.
The hard part: Passing the Investor Visa Committee’s pre-screening of the source of funds and the investment target itself, especially for the startup option.

Five years holding a residence permit, an Italian A2 test (or an accepted certificate), income at least equal to the social allowance (assegno sociale), and suitable housing. Absences under 6 months in a row and 10 months in total over the five years do not break it.

The decision usually takes 24–36 months.

Language: Italian at B1, shown by a certificate from an approved body (or an Italian school or university qualification).
Time away: Residence must be legal, continuous and unbroken, with registration at the town hall (anagrafe) throughout. Any period registered as living abroad, or struck off as untraceable, breaks the clock.
Two passports: Yes. You keep your U.S. citizenship.

No minimum stay keeps the permit, but citizenship needs ten years of unbroken registered residence and the long-term permit limits absences, so only years actually lived in Italy count.
