The hard part
The OECD-employer requirement: freelancers whose clients are not incorporated in an OECD country do not qualify.

    Filed before the old one lapses; renews for 1 year.

Language
Latvian, by a state test in two parts (written, and a ten-question interview) at an everyday-conversation level. No CEFR level is published.
Civics
A test on the Constitution and on Latvian history and culture, plus reciting the national anthem.
Time away
Five years living in Latvia counted from the day permanent residence was granted. Breaks may add up to one year in total, but none in the last year before applying.
Two passports
It depends on the rules at the time and on your home country.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • This is a long-stay visa, not a residence permit; Latvian permanent residence now needs 5 years on temporary residence permits.

Time you must spend there
A national visa, not a residence permit, so there is no minimum-days rule in Latvia; travel elsewhere in the Schengen area still counts under the ordinary 90-days-in-180 rule.
Tax
A visa, not residence, so it does not by itself trigger Latvian tax residence unless you exceed 183 days present.
