The hard part
The bar (1,140x daily UMA in income, or 45,850x in savings) is high enough that most retirees go through the cheaper temporary visa first and convert after 4 years instead.

Language
Spanish, shown in an exam set by the Foreign Ministry’s Instituto Matías Romero.
Civics
An exam on Mexican history and culture. Children, people over 60 and refugees only have to show they speak Spanish.
Time away
The years must come right before the application, on a temporary or permanent residence card. Trips abroad do not break the clock unless, in the last two years before applying, they add up to more than six months.
Two passports
It depends on the rules at the time and on your home country.
  • Permanent from day one; the adult card has no expiry, so no renewals in practice. Citizenship after five years (two for Latin Americans and Iberians).
