Modest government visa fees, typically a few hundred dollars, plus medical insurance and a security-clearance letter.
The hard part
Getting a security clearance certificate from the home country and proof of imported retirement funds in the exact form Nigerian Immigration wants.

Either 15 years of continuous residence, or the whole 12 months right before applying plus 15 years in total during the 20 years before that. The State Governor must also certify that the local community accepts the applicant.
