What it takes.

Time
Processing starts after the authority accepts a complete application; work or study begins only after the required permission issues.
Cost
The authority assesses its filing charge under the fee schedule in force on submission, plus document costs.
The hard part
Admission and proof of living funds and any tuition for the full period.

    1 year, renewable for 1 year at a time.

Language
Norwegian oral test at B1 for applicants aged 18–67.
Civics
Citizenship or social-studies test in Norwegian.
Time away
8 years of lawful, habitual residence under the ordinary naturalisation rule.
Two passports
Yes. You keep your U.S. citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • The annual study permit does not form a basis for permanent residence and its time does not count toward the Norwegian citizenship residence period.
