Paraguay Investor Pass (SUACE)

Permanent residence directly, bypassing the standard temporary-residence step.

Who qualifies

You keep your U.S. citizenship.

1

Does it fit your family?

One question, from the program’s own rules.

Savings you could move or invest?

Not legal advice.

2

What it takes.

Investment
About $70,000.
Time
3–9 months for the SUACE process.
Cost
The $70,000 investment plus SUACE processing and legal fees.
The hard part
You must set up and maintain a real, documented Paraguayan company, not just deposit cash, which is more involved than the old $5,000 shortcut.

Dollar figures are converted from the local currency at the rate the program’s research used; the official figure is in the local currency.

3

Citizens by 2031.

If your first permit is issued in 2027 and you keep living there, this is the road.

  1. 2027
    First residence permit

10 years, renewable for 10 years at a time.

  2. 2030
    Apply for citizenship

With a language test and a civics test.

  3. 2031
    Citizenship
Language
Spanish or Guaraní, checked in the Supreme Court’s naturalisation exam.
Civics
An exam on Paraguayan history, taken with the language exam.
Time away
Three years of permanent residence (‘radicación’), counted from the date of the permanent-residence resolution, with a real home in Paraguay and a lawful job, business or profession there. After naturalising, an unjustified absence of more than 3 years, declared by a court, can cost you Paraguayan nationality (Constitution art. 150).
Two passports
It depends on the rules at the time and on your home country.
  • Permanent residence at once, on a 10-year card, so the 3-year naturalisation clock starts on day one.
  • How long the decision takes isn’t published; we allow a year.
  • Whether you can keep your current citizenship depends on the rules at the time and your home country.
The law behind these dates
4

Living there.

Time you must spend there
183 days a year for 3 years toward naturalisation.
Tax
Paraguay’s source-based system taxes Paraguayan-source income; foreign-source passive income falls outside the personal-income-tax base.

We never file a tax return. We tell you what applies and brief the professional who does.
