Residence and work on Svalbard under its open-access system, subject to means and local rules; it does not grant mainland Norway immigration status.

Who qualifies

  • Svalbard is outside Norway’s ordinary Immigration Act and Schengen; the Governor says foreigners need no Svalbard visa, work permit or residence permit.

  • A person must have means to reside on Svalbard and may be rejected if unable to support themselves; the Governor advises arranging work and housing before arrival.

  • Travel via mainland Norway crosses the Schengen external border. A U.S. traveller must separately satisfy the applicable Schengen entry rules; Svalbard residence does not create a mainland Norwegian residence right.

What it takes.

Time
Processing starts after the authority accepts a complete file; travel and work begin only after the required permission issues.

Time away
Norwegian citizenship requires 8 of the past 11 years on qualifying mainland residence permits. Time living on Svalbard by itself gives no right to Norwegian residence or citizenship and does not start this clock.
Two passports
Yes. You keep your U.S. citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • Svalbard requires no immigration residence permit, but the Governor expressly says living there gives no right to mainland Norwegian residence or citizenship, so none of this time starts either clock.
