Permanent residence (APRC) directly, with open work rights, once the 3-year qualifying period is complete.

Who qualifies

  • Either invest more than NT$15,000,000 (about $470,000) in a Taiwan-registered profit-making enterprise and employ at least 5 Taiwanese nationals continuously for 3 years, with Investment Commission approval and 3 years of tax and financial records; or hold more than NT$30,000,000 (about $940,000) in central government bonds for 3 years.

NT$10,000 in government fees plus $5,000–15,000 or more in legal and accounting fees to structure and document the investment.
The hard part
Actually running a NT$15,000,000 business employing 5 Taiwanese nationals for 3 straight years before applying, or tying up double that in government bonds instead.
