Time away
Ten years of domicile in Venezuela with uninterrupted residence immediately before applying (5 for the listed nationalities). The law sets no annual day count. The application must show a current Venezuelan identity card, passport and visa; the authority has up to 6 months to decide once the file is complete.
Two passports
Yes. You keep your U.S. citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • This is expressly a non-migrant student visa, renewable through the Interior Ministry; it is not one of the transient categories allowed to convert to resident status after a year, so it does not by itself open the residence-to-citizenship road.
