Can you claim Estonian citizenship through a parent?
Citizen by birth (legal continuity)
Descendants of people who were Estonian citizens before the 1940 occupation are Estonian citizens by birth, in any generation, once each generation is documented from the archives.
What would settle itThe year your ancestor left; interwar citizenship must be proven from the National Archives.
- A child at least one of whose parents holds Estonian citizenship at the birth is a citizen by birth; the rule applies back through each generation to an ancestor who had children while a citizen of the Republic. Citizenship Act (Kodakondsuse seadus), §1(1), §5(1) and §5(3), §5(1)
- Proof usually comes from the National Archives, which confirms an ancestor’s interwar citizenship, and the birth certificates of each generation; the passport is then issued by an embassy or the Police and Border Guard Board. Integration Foundation (Global Estonian): establishing eligibility for Estonian citizenship by birth
- No one may be deprived of citizenship acquired by birth, so holding another citizenship alongside is accepted for citizens by birth. Citizenship Act (Kodakondsuse seadus), §1(1), §5(1) and §5(3), §5(3)
What changes the answer
- POSSIBLEIf someone in your family became a citizen of another country before the next person in your family was born
Descendants of pre-1940 Estonian citizens are citizens by birth, but interwar law did not allow dual citizenship, so a naturalization abroad before 1940 and before the next birth may have stopped citizenship passing down.
- UNLIKELYIf your ancestor left Estonia before 1918No claim
An ancestor who left before 1918 left the Russian Empire, not the Republic of Estonia, and was never an Estonian citizen.
- LIKELYIf your ancestor left Estonia in 1918 or later
