Can you claim Latvian citizenship through a parent?

Descendants of interwar citizens who left before 1940 do not fit the exile option, but ethnic Latvians and Livs who pass the Latvian language test can register regardless of when the family left. The year of departure decides which option is open.

- A Latvian or Liv registers as a citizen by certifying that an ancestor lived permanently in Latvia’s territory in 1881 or later, fluency in Latvian (a test under Section 20, with exemptions), and belonging to the Latvian or Liv nation through a parent or grandparent. Descendants of interwar citizens who left before 1940 do not fit the exile option, and the ethnic option needs a Latvian language test; unless your ancestor left between 1940 and 1990, this option is closed to you for now.

An ancestor who left before 1918 left the Russian Empire, not Latvia, and was never a Latvian citizen. Only the ethnic option remains, and it requires proving Latvian or Liv ancestry.

Descendants of people who were Latvian citizens in 1940 and left during the occupation can register as citizens and keep their other citizenship. Descendants born after 1 October 2014 register through a citizen parent rather than independently.
